Turn Choices
Each week, Bureaucrats can choose 1 of 4 possible actions:
Choice 1: Build Infrastructure For this turn, the relevant Bureaucrat will build a piece of infrastructure in their citystate.
Every infrastructure built and held by a Bureaucrat over the life of the game will apply a 2x multiplier to their weekly wage distribution, detailed below:
No Infrastructure: 2,500 wage
First Infra.: 5,000 wage
Second Infra.: 10,000 wage
Third Infra.: 20,000 wage
Fourth Infra.: 40,000 wage
Fifth Infra.: 80,000 wage
Sixth Infra.: 160,000 wage
Final Possible Infra.: 320,000 wage
In order to build infrastructure, 50% of Bureaucrat's upcoming wage allocation will be withheld in escrow by the Regents, to be returned at the culmination of the turn.
As noted previously, governors of citystates will also receive a weekly bonus of 1,000 wage for every piece of infrastructure held by citizens of their citystate.
Infrastructure built in each citystate will be unique, as follows:
HO 202 7 : Spaceport
Carender : Cathedral
Lawxrk Institute
Al Hisaar : Courthouse
Xinadu : Station
Toruoy : Clinic
Yan Sam : Monument
Choice 2: Wage War For this turn, the relevant Bureaucrat will choose to make war.
Accordingly, this Bureaucrat will be randomly matched against another Bureaucrat from a different citystate that has either also chosen to Wage War or that has chosen to Build Infrastructure.
A situation card will be drawn by the Regents, and a weighted dice-roll mechanism incorporating each of the conflicting Bureaucrats' rarity scores will determine the conflict's winner.
The winner of each conflict will receive 50% of the loser's upcoming wage distribution as the spoils of victory.
Choice 3: Enact Diplomacy For this turn, the relevant Bureaucrat will choose to make peace.
Accordingly, they cannot be engaged in conflict by other Bureaucrats nor can they build infrastructure to multiply their weekly wage distributions.
Any Bureaucrat that does not choose an action during a given turn will be assumed to Enact Diplomacy during that week.
Choice 4: Migrate For this turn, the relevant Bureaucrat will choose to migrate to another citystate.
Accordingly, they will forfeit their upcoming wage distribution to pay for resettlement.
The infrastructure held by a Bureaucrat will move with them to their new citystate following migration.
